Immigration, Refugees and Citizenship Canada (IRCC) has updated the Pre-Removal Risk Assessment (PRRA) rules for Iranian nationals due to the conditions following the escalation of hostilities between Israel and Iran in June 2025.
Iranian nationals who received a negative final decision on their asylum claim between December 20, 2024, and December 19, 2025, may now be eligible to apply for a PRRA without waiting the usual 12 months. Those whose PRRA requests were previously refused in this period may also apply for a secondary PRRA.
A PRRA can prevent removal to a country where individuals face risks such as persecution or torture. However, eligibility does not guarantee permission to stay in Canada, as each case is reviewed individually.
Iranian nationals receiving a final negative asylum decision after December 19, 2025, will need to wait 12 months before applying for a PRRA, as recent changes in Iran’s conditions would have already been considered.
